Paraguay permanent residency
Still simpler and faster than most of Latin America, though no longer as effortless as it once was. Here is the general shape of the process.
What it is
The right to live in Paraguay long term
Under Paraguay’s 2022 migration law, there are two kinds of route. On the ordinary route, applicants begin with temporary residence, granted for up to two years and renewable for the same period, and then apply to convert it to permanent residence. The conversion has to be filed in the three months before the temporary card expires, or up to one month after expiry with a fine; missing it means extending the temporary residence instead. Each category asks for its own evidence of economic solvency.
Separately, the migration authority lists direct permanent-residence routes, including a special procedure for foreign investors who register under the SUACE one-stop business regime and hold an investor certificate from the Vice-Ministry of Industry and Commerce. Sources: Dirección Nacional de Migraciones, temporary residence and permanent residence, as checked October 2026.
Permanent residency can support a later application for naturalization. It can also be the foundation for Paraguayan tax residency, which is a separate question that depends on where you actually live and how your income is structured.
The stages, waiting periods and amounts are set by Paraguayan law and change from time to time. We confirm the current requirements for your case before anything is filed.

Can I get permanent residency in Paraguay directly?
On the ordinary route, no: temporary residence comes first and is converted to permanent residence later, within a set window around the expiry of the temporary card. Direct permanent residence exists for specific cases, including foreign investors under the SUACE regime and close family of Paraguayans. We confirm the route, dates and requirements that apply to you (as checked October 2026).
Do I need to live in Paraguay full time?
Requirements for keeping residency, and for becoming a Paraguayan tax resident, are different questions. We explain both for your situation.
How long until I can apply for citizenship?
Naturalization depends on a period of permanent residence and other conditions set by law. We map a realistic timeline in your strategy.
Does residency make me a Paraguayan tax resident?
Not automatically. Tax residency and a residence permit are different things, and we plan both.
